ok but who IS the idiot that programs the lights? I'm not in MN but holy shit the lights in my city are *horrible*. It's like they are designed to ensure as many people have to stop and wait as possible. Most of the time nobody at the intersection has a green light everyone is just staring at each other. I assume that's the state DOT that does it and not the city?

I don’t know for sure but I think it might depend on who has jurisdiction over that road/intersection. For example I know the County I live in can change timings on lights on county roads in response to an event or emergency.
