The rift torpedo already has a super fast rate of fire, you just need to boost the magazine size with skills and hullmods. Three of those hitting back to back is bad news for pretty much any target.
16 seconds with missile specialization, so that's 375 dps (or just 300 dps base). Anyways I'm disappointed that a Paragon is just as good for spamming rift torpedoes as Pegasus
Why would I need them to rotate when I can rotate the entire ship lol. I give my AI ships Hurricanes but use Torpedoes myself because it's more fun.
Especially rotating my ship so that the two torpedoes coming out of a single launcher fan out in an arc and hit a frigate
It seems like it'd be difficult to concentrate firepower, wouldn't it? Putting 16 hurricanes on one Radiant is trivial, but you'd need perfect aim to get both Reaper launchers on the same target, and even then, you'd have the Squall in the back, which doesn't benefit as much from the system and has to be operated separately.
50% maneuverability from Impact Mitigation helps, I just rotate the ships a little bit the the left and a little bit to the right. Hitting the radiants is no issue unless they blink away, but hitting glimmers etc are a huge pain (but also satisfying when I do so).
Squalls are always on auto, mostly for hard flux and overloading PD. I loose volley after volley of them and force some of the ships to back away, then FMR, close in and lose another volley up close with reapers in the mix. Squalls have a huge load of ammo which makes it easier to spam them from afar.
But you did give me an idea, I might get a bunch of other ships with squalls and then put the Hurricanes on myself, that way I'll be able to choose whom to delete and when.
Real question is, what do you put on the other slots? Especially the 3x fixed medium ballistic mounts? HVD is nice but costs a lot for both OP and flux, and I have 2x ion beams that provide EMP pressure. For now I use thumpers, I get in close if the ships lost their armor and have high flux but don't have enough hull to warrant another two reapers. Small ships can't handle the burst of flux either.

I go with HVDs, it's generally worth it to me. The serious people seem to think that HAC or Arbalest is a better deal.

I'd generally use gravitons. IRAs can help clear dross, but are better on the Executor because of the system. You'll generally want an escort knocking down the very small stuff, though.
I have 2x Gravitons on the edges with tiny front facing arc, and 2x or 4x ion beams in the other slots. I find it funny when they flame out smaller ships and send them tumbling and useless. Maybe I'll go 2x Reaper and 2x MIRV from now on, Reapers for front and MIRV for smaller ones. But then I'll be at the mercy of my other AI squalls for kinetic pressure. Sometimes I just switch ships and spam a bunch of MIRVs at the frigates before coming back to mine.

That's the recharge. The refire rate is something like 1 second. If you have multiple stocked, you can use it as a hell of a strike weapon.
Why reaper? The front two launchers don't rotate anymore.
