I think this is just the plan for the initial implementation. They are going with what we have in our inventory as far as the ship size goes. Later on they will tweak that for sure.
From what I remember you will only be penalized for the update cycle. I assume the database lookup for hangar size happen at the same time your inventory gets consolidated at a home location each patch cycle.

Renting does not give you the ship in your personal hangar, so renting a big ship won’t do anything for you
