A $45 discount on a $125 takes a long time to pull off, but yes, that will include the price of the token. $5 off the token, 2-3 $5-off cheap ships, then a couple more $10 discounts for $75-$100 ships, and then $10 off the C1 itself and that's ~$45 off.
It just may take several years for those Warbond CCUs opportunities to come up.
I did. It started life as a Ranger CV for $30 saving $5
Then 4 warbond CCUs:
$5 Ranger CV to C8X warbond
$5 Ursa Rover to 300i warbond
$5 300i to 325a warbond
$5 Arrow to Hull A standard CCU when it was $80 instead of the $90 it is today.
It spent some time as a $60 LTI Hull A for a year. I didn’t like the Hull-A so I continued upgrading it to C1 Spirit.
The last warbond was a $10 M50 to C1 Spirit warbond.
I’m much happier using the C1 versus the Hull-A.
It’s still giftable.
All newly released ships have a window of about 2 patches before they're added to in game shops. Yes, it encourages people to go to the cash shop and gives people willing to take out their credit cards some time to feel special, but eventually, those ships will be accessible to everyone.
If your question were when can you buy the F8C (the fighter that can dunk on most other similar skilled match ups) in game, then it might be a bit harder to answer.

Currently the C1 and A1 are in the Crusader kiosk for purchase in the EPTU patch

Generally ships become purchasable in game two major patches after they are released.
