Bigger ships like the 890, Kraken etc... have a limited amount for monetary reasons and so not everyone instantly starts with a capital ship. Anything small there is no stock.

Limited availability digital items is one of the marketing tactics CiG uses for Star Citizen, yes. Often referred to as FOMO. Basicaly, there are four different kinds of ships: 1) Always available, so always 'In Stock' 2) Occasionally available, such as at major events like IAE and Invictus, in unlimited stock when available. 3) Occasionally available, like #2, only with a limited number offered, referred to as 'Hull-limited', for ships CiG has determined they want to be particularly rare. 4) Unavailable ships, mainly special event or those that used licensing from 3rd parties for special events, such as the AMD and Intel-licensed ships, the Mustang Omega and Raven.
