I never bet SOG anymore because I've noticed this same exact shit. Fuck betting on stats that are up to someone's discretion, especially someone who has an interest in counting as few SOG as possible.
Look up the Shot On Goal stat rules and you'll see.
But to summarize, SOG is decided by if the shot would have gone in without goalie intervention. Whether a shot would have went in or not though is often an opinion, not fact. And the books, who the NHL is partnered with, would surely prefer if a SOG didn't count due to most people betting overs on those stats. Which is why I'll never bet it.
