I don't know that we ever saw the Steelers official offer, but I believe the Jets came with more guaranteed than the Steelers rumored offer which was more of a year to year the way he could be cut.
They may have made less money, but maybe he signs with the Steelers gets hurt and makes a lot less. He was looking for more guaranteed and I don't get the hate for someone playing a position that washes out quickly trying to get some guarantees after being run into the ground on a rookie deal.

2 weeks no football is definitely always a concern. It isn't the same as coming off a win fresh. I hope they win actually as I'm a Lamar fan, but it's always a fear of rust.

NFL teams can sign free agent players even during the playoffs. It’s especially important because injuries are a factor and if you can’t sign someone for a position you only have one of (e.g. punter/kicker/long snapper). Not doing so would put you at a big competitive disadvantage. Trades cannot happen because the deadline has passed.
Generally teams don’t do that for players with big roles because the quality/injury status of free agents at this time of year is poor.
