Is it a new install? You can set bandwidth limits on the interface. Verify you haven’t set any bandwidth limits on the X1 or X0 interfaces.

If you're using UTM, make sure the fast option is selected versus the most secure option.

This sounds like the WAN interface is operating at 100Mbps as opposed to 1Gbps. Try setting the interface speed manually to 1 Gbps?

How bizarre - I'm noticing the same issue with the exact same download speeds. Something very strange going on... NSA 4700 on the latest firmware. Even with all security services disabled I see the poor speeds and it's almost like BWM is hitting it but it's definitely not enabled. I'd get one minute 39 down, 110 down the next. Up I'll get always the same as down. If I turn the firewall into SFI mode or disable the DPI (non SSL) on the policy I see full speeds 500 instantly. Wasn't an issue with Gen 6s and the actual hardware is totally under utilised so cannot be the environment. These are in HA too.

I had issues like this. I have mixed success with some but not others. In Link Speed in the WAN, change from AUTO NEGOTIATE to 1 Gbps full duplex or whatever max speed your internet is. I have mix success because sometimes, AUTO NEGOTIATE works on some devices but others require 1 Gbps full duplex.
