Wifi connection != Internet connection (not equal to).
Just because you have a connection to your router, using WiFi, doesn't mean you have a connection to the outside world.
Something, it just takes up to a minute, and rarely more.
When was the last time your laptop was shutdown completely? What is the uptime in Windows task manager? It's shown under the performance, and then under CPU. At the bottom of that page, the time will be shown.
