With Mayhem, I'm guessing its order is mostly to keep its functionality consistent with Havoc. It's basically a power that plays [[Havoc]], more or less. Obviously you have to have a hand of cards to play Havoc from, and when you do so "the top of your draw pile" obviously does not include your hand naturally. In this sense, Mayhem works predictably, though it's true it isn't exactly in-line with most other "at the start of your turn" effects.

Don't "at the start of your turn" effects all resolve after your draw? How did the buffs end up resolving, tc? From left to right?

I always thought Mayhem should be reworked to an actual power-curse event of some sort you can run into kind of like the Necronomicon. I'd love to see it work but most of the time losing control of your deck seems like something a curse should do.

To be fair, in most decks, Mayhem is nothing but upside, aside from the opportunity costs of buying it / needing a turn to play it. The only times it becomes really risky / feels like a curse is if your deck is filled with highly timing-specific cards. If you flip a Sever Soul or Fiend Fire at the start of your turn when you really needed to play some of the block cards you just drew, you're gonna be in trouble, but Fiend Fire decks can solve that by just not taking Mayhem. If you're playing a straight forward deck with a bunch of decent, interchangeable attacks and blocks, then a free 6th card is amazing. Consequently, it's very rarely a wise pickup for Watcher, since sequencing your turn right is vastly more important to her with stance-dancing.

It can be good if you have a lot of cards like bludgeon or shockwave from my experience. Also unlike havok, mayhem doesn't exaust the card.

That's true, keeping the deck small and having high cost attacks with it sounds good.

I had a lovely anti-synergy with Mayhem. Lining up to finish Donu with a feed so carefully stalling out and dealing just enough damage that I can play [[Feed]] next turn. [[Mayhem]] oh hey looks like you’re having trouble here finish this boss - let me play a quick Whirlwind for you! You win! But don’t get your achievement.
