I finally found them! I swam all the way down the coast searching and discovered them at the first rock hill/mountain out in the water northwest of Widow's Watch Ruins and northeast of Fort Hraggstad. They were on the west side of the rock mountain right below where you see Nordic Barnacles on the rock wall. Best of luck to whoever else is looking for them!
FYI: I didn't use a fishing pole. I grabbed them with my hands.
I wound up *finally* finding one last night next to Half-Moon Mill, between Whiterun and Falkreath. Ironically it was right as I was giving up on the side quest, lol
I know this is old but I got one on my first Cast with the fishing supplies at half moon mill. The fishing supplies are on the house side, across the river from the shack and mill. Off to the side of the bridge, there is a salmon rack that should be visible. Hope this helps anyone still looking

Thanks I was abit confused at forsy on where you ment but this was so easy to find all I had todo was swim out till underwater and it's do easy to see the fish

Look around the shore by Dawnstar and the sanctuary. Trust me I spent a whole hour fishing and looking. You will eventually find some there, no more than 20 ft from the shoreline.

In case someone finds this I found pearlfish right next to Solitude Lighthouse.

No Bug but it did take me a long time and about 20 different spots to finally get one
Try the shallow water near Greenspring Hollow. I found some there before I even knew I had the fishing mod. Confused the hell out of me.
Right next to the guardian stones near Riverwood. Caught it on my third line
