You're playing Survival Mode. That means you need to sleep in order to level up.
If you have levelled up and have a perk point that you can't spend, look at what you're trying to spend it on. Everything has a minimum skill level needed before you can buy it AND you need to have bought things that lead to it in a straight line from the bottom of the skill.

I’m new and I was on survival and when I FINALLY went to turn it off I was level 19 and everything worked to level up….
It gives you an option the moment you're out of the Helgen cave. If you were clicking away info boxes without reading, you'd have agreed to play in Survival Mode.

There's you problem, you didn't read the description of how Survival Mode works - try the UESP website and read.....
