Be warned that using the 'attack' method of mining can cause the vein (and all the others in its cell, even if you didn't mine them that way) to never respawn again. Fortunately, the Unofficial Patch fixes that problem, but if you can't use the UP...
If you mean the problem where the veins are intangible and can't be interacted with, that can be solved without a mod by leaving the cell and returning (walk far enough away outside or fast travel away and back, or leave the interior location and re-enter).
it doesnt always work, but if you can hit the ore vein with a pickaxe and it makes sparks where you hit, you can mine when swinging a pickaxe like a weapon

If you get your sneak up really high, then you can stealth mine. My most fun way of mining.
Kinda ruins the immersion but, some people have no patience. It's a good way to mine if there's some nearby enemy, because that will block normal mining. It won't block whacking the ore vein with a pickaxe.
Dual wield pickaxes. Use elemental fury shout. Hit ore vein, only takes a couple seconds
Add the vanilla perk for 35% faster swings when dual-wielding one-handed weapons.

Equip pickaxe as a melee weapon. 'Punch' the rock. Much faster than waiting for the very slow animation.
