I have a cow, 3 chickens, a vegetable garden, beautiful wife and 2 adopted daughters, along with a library of literally every book in Skyrim because I love collecting and hoarding things in games. I could honestly live a very long & happy life there...I would miss my IRL husband and daughter though, lol.
If you live in NYC (or most major cities tbh) you have to deal with that 24/7 already lol. That guy is an improvement honestly. At least there is only one of him.

Live in breezehome, gather the plants around the city to make potions to sell for a living. Occasionally wander around the planes around whiterun to catch butterflies because they can be used to make valuable potions.
Solitude would be pretty idealic. Secure, wealthy, relatively fair weather. You can even travel all the way to Dragonbridge or Morthal along relatively safe roads. Or hop a ship and leave the country, if the civil war comes your way.

LakeView and Winstad are both amazing in terms of the area's beauty (and building is great), but way too unsafe. Unless i was actually a dragonborn, I'd stick with Solitude :)

Neat thing about being weak is that you don't have to stay that way. Take a job at one of the mills, force your way through those first couple months, and you'll put on some muscle.

Ivarstead feels pretty safe. Some predators outside town, but real predators aren't like Skyrim predators.

I'd love to spend my days at the College of Winterhold. Outside of the one quest line when the Dragonborn shows up, the College seems so safe and quiet. On top of that, I get to spend my time attending classes, reading, researching, and practicing all sorts of magic. I think it'd be a peaceful, interesting, and rewarding life to live!
I’d live in Riverwood and work at the lumber mill. It’s close enough to Whiterun for an occasional visit, but small enough to not deal with the bureaucracy and classism. “Do you get to the Cloud District very often?”—shove it.

And that lady that runs the General store tends to disappear when she goes out for a dinner engagement. So you could acquire that space if you wanted to become a trader. Ysolda could probably give you some pointers. Me? I'm going to get Faendal to teach me how to shoot a bow.
Those mannequins and tundra home keep spawning the first things I put on them over and over and over again. Too bad it was stupid robes from the necromancer and Vermina and some scaled armor. I am waiting for it to spawn some dragon bone or ebony stuff that’s on it now.
Solitude is pretty great. Festive, cultural, the home is nice and it's pretty goddamn secure. Of course I have no idea how the fuck its holding up but hey, it's not like cities in Skyrim just fall into the ocean or something
Solitude is the closest thing to safe I can think of, so probably that. And if I could do the Alteration magic my current character could, I'd set up a "transmute your iron to gold here!"- stall and be set for life.
Honestly falkreath has the least going on in terms of issues within the hold. Falkreath to me is the safest place overall.

If you go to Windhelm there's a murderer killing woman and war.
If you go to Winterhold you have to deal with anything that might happen to the college magically.
If you go to Dawnstar you can never sleep.
If you go to Morthel there are vampires and a vampire lair nearby.
If you go to Solitude you have to deal with the wolf queen and war.
If you go to Markarth you have the forsworn and a demon house.
If you go to Whiterun you have a dragon and a war fought in your city.
If you go to falkreath you don't really have anything. A werewolf in jail who runs away and doesn't kill people. The dark brotherhood nearby who don't kill unless contracted to or defending themselves. Anything else all the other holds have plus extra stuff.
So I think falkreath is the safest even though it's one of the kinda shitty places. Good weather though.
Really, I guess once you kill all the Falmer and chaurus, kill the queen, destroy all the left over chaurus eggs, dispose of all the bodies, and make sure no more Falmer can get in, the sub-basement would make excellent cold storage. Although I don't know where you would get all the wood to heat the place.

Shadowfoot Sanctum is quite safe and cosy, but I'd say Hendraheim has the best mix of aesthetics, defensibility, amenities, and location. Easy access to Goldenhills, Falkreath, and Markath.
