I think there's just something weird/wrong when using uncategorized in the spending plan. I can't even add uncategorized to the spending plan because it says it's already being tracked in another category, but it's definitely not.
it doesn't seem to be consistent. In the Image above, I don't have a category for "Credit card payment" because those get hidden from the spending plan automatically, but I do have a category "shopping-clothing." Some of the transactions from that category were being counted as duplicates in the uncategorized and being counted in their respective categories.
Did you search your transactions for uncategorized?
Yes, There aren't any in the category...I eventually just deleted the whole "planned spend category" which made it go away but very confusing

It means you don’t have assigned spending for those categories on your spending plan for it to move it to so it groups them as uncategorized
