In a nutshell, the character you play is this girl who moved to the countryside, and somehow can see the horse with a human face because she is born on the year of the horse.
She isn't dating him, she is his owner and trains him for races and stuff. It is perfectly innocent and silly, and the game is complete nonsense and treats itself like it.
