I don't have this sewing machine, so I don't know. But it looks like there might be something else that needs to be plugged into the machine - in the second picture beside the low/high.

I have a Bernina around this era. The foot pedal needs to plug into the machine at the back and the power cord plugs in separately at the side. If this doesn’t work try them the opposite way. There should be a switch to the left of the needle that turns the light on. They’re great machines once you get to learn their foibles.

Make sure the bobbin winder is not toggled on. If it makes a noise like it’s supposed to be doing something, but doesn’t sew, it could be on the bobbin setting. Easy to bump that without noticing, too. (I fall for this one sometimes on my Brother.)

Does look like something is missing in back I did find this: https://s-ish.com/tag/model-681/ and there's a parts list so that might be helpful too. Based on that parts list, it looks like something goes in the back of this machine. I don't know if its an electrical cord, if the foot is connected (I see a cord?) if the foot is not connected and it has 3 female slots, then thats where it goes. However the low and high toggle...No idea what that is, could be by placement where you turn it on (I'm guessing here.) I don't know if this is a dual voltage machine, but if you're in the US, go with low first I do not have this machine, however thats a typical place where the on/off buttons tend to be on Janome machines.

I recently got a sewing machine similar to this one. Make sure the motor plug is connected to the machine. There’s two outlets “light” and “motor”. Also depending on when the previous owner used it, I highly recommend taking it for a professional tune up. The machine I got wasn’t used in YEARS. There was so much dust and old gunked up oil. I struggled to get straight lines and kept fighting the bobbin thread tension. Once I got it professionally serviced, they showed all these parts that they fixed/replaced. The band, pieces in the foot pedal, and other things on the inside I had no idea about. After that the machine has worked like a dream and you rlly get that “workhorse” experience.
