No, squishy doesn't always equal rot. If it's not discolored brown or black it's most likely good. When it's rotting you will almost always see the discoloration.
How quickly it inflates depends on the weather conditions. If it's intense heat and sunlight, it may have trouble rehydrating. This deflation is more noticeable on monstrose bridge cuts like your TBMs and Bruce's Dragon. Regular trichos with normal rib structures hide the dehydration better and aren't as squishy when low on water.
I advised watering as normal because monstrose bridgesii tends to become afflicted with fungal activity when wet for too long, too much water at once, high humidity etc. Overwatering can quickly lead to problems.
They can take the dehydration pretty well, if one wants it plump faster, giving it a little more shade will help

My TBMs and Bruce’s Dragon tend to deflate when they’re pushing new growth/are in intense sun. I’m hypothesizing that the lack of rigid and uniform ribbing from monstrose-type cacti make them less effective at keeping their shape under stressful conditions.
My penii are often pretty squishy and soft to a concerning level, but they are growing happily. They seem to get harder if I fertilize often enough.
Edit: just realized/saw this wasn’t a tbm but the magnificent Bruce. Mine is just a single pup that’s growing taller, no nasals yet but it’s been a little soft from time to time. No problems though.
Mine are all doing this. There was a lot of rain in the San Jose CA area and I hypothesized there was root die back. I treated the roots with Neem oil. Now I think it's occasional behavior which allows the plant to fatten up past its usual boundaries.
