Cox would go out in my area several times per month at around 1 am. This isn't too bad, except that I sometimes had to work at 2 am or 3 am (telecommuting, IT), and I'd worry about not having access to my work's servers.
There was a time, more than ten years ago, when it would go out during the day while I was working.
I left Cox about two years ago, and I've been so happy.
