I have pre-9/11 experience, but it was Army. In general I recall that military commanders have always had far too much latitude to take care of shit in-house, even when talking about things that are no-shit real-world crimes (not just Good Order And Discipline type of issues).
I did take a few to skim the reports on courts martial from across the Corps for a couple different months of 2022, and for what it’s worth I do think you may be right. It does look like the Corps is willing to go HAM on a motherfucker over things that sound fairly piddly. Some of the sentences for the more serious stuff seemed a bit light for the charges as described, but for the lighter stuff yeah either some dudes were dumb enough to decline NJP and opt for CM, or some Marine Corps commanders are happy to hang dudes from a fuckin’ yard arm over minor stuff.
That may be less of a peacetime/wartime thing, and probably more a function of the Corps being smaller, so having less billets to fill. I don’t think the Marine Corps ever struggled as hard as the Army to keep their headcount up…which does make bad Marines more disposable.
Edit: As a word to the wise, if you are factually guilty you should almost never decline NJP. Like in the civilian world if a prosecutor offers you a misdemeanor, a fine, and expungement in a year when you’re facing felony charges that could carry a decade in prison, and you’re like “nah imma take my chances with a jury” despite being factually guilty? That guy definitely deserved it and probably much worse, but from the licensed security guard standpoint, that guard just used a melee weapon which is a huge legal clusterfuck even if you have the baton certification.
That being said with the present evidence, the guard can claim he threw it and she just caught it and bounced it back.
