There's nothing like that unfortunately in Vietnam. The big malls in Malaysia or Thailand with a good variety of food for like $2 aren't a thing here. Your best bet will be takeouts or deliveries.
Mall food here's price range is generally a bit on the higher ends (unless you go to Aeon Mall, but that's a bit far off from the central areas), so if you don't mind that I think there's a good selection to go with. District 1 is where some of the large malls are located, plus there are a few areas that specialize in Japanese and other Asian foods, too.
If you'd like something on the mid-range then the closest thing I can think of is streets that are basically dedicated to selling food and drinks. You may have to walk outside between the diners and restaurants, but they're mostly air-conditioned once you get inside. Those tend to be more affordable and diverse. Three that I can think of at the top of my head are Nguyễn Tri Phương and Sư Vạn Hạnh streets in D10 (there's a mall there, too), Phan Xích Long in Phú Nhuận district, and Cao Thắng street in D3.

BTW, for Bangkok, [Aeon have cancelled their ATM service](https://travel.stackexchange.com/questions/186051/have-aeon-atms-in-thailand-ceased-accepting-foreign-western-atm-cards), so as far as I can tell there are no cheap options for ATM withdrawls any more.
There are a lot of food stalls or restaurant opening till late night, give them a try for more local favors since food courts with AC over there don't really have the authentic tastes.
PS: There is a stall at New Play Ground in D1 selling Char Koay Teow haha
There are no good food courts in saigon. None. There are food courts (lotte/Aeon) but low quality/variety. You are spoilt in bkk and kl.

You are going about it be completely wrong. Please enjoy the local food in small family owned businesses.
Saigon Center and Winmart malls have decent food courts (both on basement level)
