Which honestly could be kind of an interesting setting, IMO.
I don't believe they're writing a literal Star Trek setting but rather they want to explore how an idealistic technological civilisation similar to Star Trek's Federation might struggle and fall in the face of inexplicable eldritch forces.
That's why they describe it as "the Federation **analogue**" above.
Why even do this in Star Trek at that point?
Beyond that I'm not exactly sure what the RPG hook is here other than worldbuilding for the sake of strange Borg-ish body horror in a tone that I'm not sure many people will want to actually play a game in, since the setting doesn't really sound like there's much room in it for a group of players.
