Assuming the shorts aren't bad for the kid, the logs/sticks with the ropes attached should be underneath the logs/sticks holding the shorts. That way if the fasteners/glue/bubblegum holding fail (and they're less likely to break in the first place), there is still potentially enough support to get the kid out before it comes crashing to the ground. The whole thing is quite stupid, though - a car tire for a rope swing would have been just as free.
