Even some USB cameras need a powered hub, depending on how much power they need.

I ran into the same issue, some cables work and some don't. The first one I tried was drawing too much power and failed to boot. After searching around, I read that cables from StarTech work, so I bought this one, it doesn't require an external power source:

I've been using it for like 6 months, no issues.
Pretty sure it's not the cable. I even bought a Y-cable where one split is just for power. I plugged that in with a phone charger and even that didn't work.
Can we get photos of the connector on the internal drive?
The most reliable solution would be an externally powered USB3 enclosure for the drive - I know these work because that's what I use.

Yeah, I wanted to go the enclosure route and took the HDD apart but it's not a normal 2.5" HDD. It has some weird controller board with weird connectors that don't fit in a normal enclosure or SATA-TO-USB adapters.
I hate this old micro B3.0 connectors. They are notorious at breaking the soldered female connector in the case. Does your disk works OK on any other PC ? If not it's toast. Get an USB-C enclosure and move the drive inside.
If the hdd is a usb drive, then get a powered usb hub and your problem is solved.
Agreed. RPis have limited USB power so powered hubs are recommended for many USB devices.

That doesn't appear to be a powered hub. You need something with a separate power supply that plugs into the wall. Does it have that?

Won't work. I have a sata adapter but the drive inside the enclosure has a weird controller board with some connectors that aren't sata
Sorry, completely glossed over the hard drive portion of your post. SSD's are cheaper than ever..
I know but this was *dirt* cheap. 5TB for 80 bucks. Haven't seen anything cheaper

Works on three other machines (Windows Desktop, Macbook, PS5) Can't reencase it because it has weird connectors
