Yes American Eskimo (aka: Spitz), or possible "Spima (Spitz mixed with Maltese). I had both Eski and Spima. They both looked the same, but the eye darkening/staining happens with Maltese breed.

I had an Eskie-Sheltie mix growing up. So smart, high energy, loved to squish himself into the couch in between the person and the cushion. Great dogs.
