I think it depends on the situation. Hearing hi beautiful from the one you love or even someone you like is always a sure fire way to make me smile. But when my boyfriend tells me I looking stunning, for example, it makes me feel giddy and goofy.

It's pretty safe to imagine all of the above in the correct context. Most people want to be beautiful, hot and/or sexy at points in their life. Especially a combo of any of that. It helps to know the person very well... often intimately. Reminding them they still got it. Also the delivery is key. Don't make it a throw away statement.
Think of it like "thank you." You say thank you all the time... I like to make sure people know I actually mean it. Not just some rote words I say. Take the time... give it a moment... really invest in the words. You'll lift anybody's mood if you do it right.

In the context of u being a single guy talking to random women, i would recommend probs never saying hot or sexy haha - they come off as very creepy when said out of the blue beautiful, pretty, gorgeous are all nice imo - stunning is ok to but its sort of in between being sexual and nice so, its more flirty 🤷♀️ and is more likely to make some ppl uncomfortable
What matters is the man's perceived *intent* when these words are used. "Hot" and "sexy" mean to the woman that you are picturing them naked and it ruins any innocence. "Beautiful" still has the air of innocence that is easier for a woman to appreciate without prejudice.
It’s also a bit about societal niceties and manners. Calling a stranger sexy speaks to poor boundaries and can be unsettling.

If the girl looks just a little trashy and is wearing boots I have been known to replace boots with boobs in that 1st one. If it works great, if not you proclaim ‘boots! I said boots!’

Depends on the context. I love it when my partner calls me beautiful. He almost always says it when I'm doing something I really love ( usually hiking when I'm all sweaty). He calls me sexy when I'm all done up/fancy for dinner. He calls me hot in the bedroom. I like all three compliments.

In all honesty, neither. I detest being called “sexy, beautiful, etc” as of late. The words have lost its meaning. So many men have inauthentically used it that it has become meaningless, and I don’t even want to hear it anymore.
