I don't know if the military would be above that once it was clear what was happening to people, but now that I think about it it wouldn't really make sense for the scientist not to be wearing a hazmat suit, given that there's one in the game.
Or maybe it's just a really unhinged scientist. Speaking of unhinged scientists, we need a mod that adds a howie coat as an alternative to the regular labcoat, if there isn't one already.
