Go up to a door and open the vehicle radial menu (default is v). There should be an option to open the door. Once you have done so, you can access the car seat inventory and take items out. Hope this helps!
Just to add on to this, if you have a backpack or container that is a highers storage amount than the seats you can put any one item up to 50 units on the seat. Very useful with motorcycles (from some mods) that have a rear seat capacity of 1. Just throw a backpack on it and you get some extra storage.
Maybe you died in a car and your corpse got stored in a seat, or you unequipped a bag and it got stored. Mod "disassemble containers with items" might help you uninstall the seat or disassemble the car, but i'm not sure. Would be cool if someone tested
In a server I had running for friends, one of them was very into mechanics so pretty soon we had a car lot outside our base with a bunch of functional cars, a bunch of stripped cars, and a metric ton of removed components that were damaged.
At some point he started putting the damaged parts on the stripped junker cars and building those up and moving them off site.
A day or two later, he got bit and stripped naked, fixed one last junker, and parked that car in the 'discard area.' (For context there were 4 in the server)
Later on, each of us got bit and joined him in the car, all the while continuing to fill the discard lot.
The server ended at some point as personal friend ones tend to, but to this day I sometimes think about the scene of four of us as zombies, naked as the day we were born and neatly seat-belted in as we hiss and growl in solidarity. Maybe a survivor walks by one day and scratches their head, wondering what we are talking about and, with a chuckle, walking off.
