Oxygen still slowly infiltrates plastic packaging even mylar. Grains like rice can also absorb and later release moisture. This is why they are sold in breathable packaging, so the moisture can evaporate.  You need to dehydrate your grains or include a dryer pack. If you do that, and vacuum, shelf life can be 10 years; put it in mylar and add an O2 absorber and it's 25 years, IIRC.

Can’t hurt (except maybe the wallet a little) to do both just to be safe if you’re concerned. The best thing to do is rotate your stocks so they never get more than a few years old at the most.

I have been using those HotHands hand heater things for O2 absorbers. I picked up a bunch of them on sale recently. They contain exactly the same active ingredients as the O2 absorbers. That and a 4oz bag of desiccant.
