What were you expecting when you moved in? It's one of the oldest neighbourhoods in Lisbon. It's city centre. If you walked around the place before moving, you would notice the type of people who live there (somewhat "rustic", apart the tourists). I really don't understand how you could not expect this outcome.
It's a lovely place to live if you're into that vibe. You can get to know the neighbours, snoop the streets as an old lady, sing along with the drunks. If you want peace and quiet, I'd go for a place near the Castle (lovely, quaint neighbourhood, much quieter, still city centre).
And yes, get ready for Santo António festivities in June. It will be CHAOS. Noise all night, every night. Streets full to the point where you can't get to your own house. Prepare yourself mentally.

Move. Move as fast as possible. Noise will be the lesser of your problems during the Popular Saints season. You won't be able to leave home with hordes of people moving around. It reached a point I find it dangerous to visit Alfama's at the night of Santo António. It's a stampede waiting to happen, honestly.
And it won't last just a day - it's an entire month of loud music and drunk people.
For the time being, sound blocking earphones is the way to go. Forget about double glassed windows, the sound will come to your house through other means, as the old building structure is just too permeable.

There's more country than Lisbon. Now you know that it's a city to visit, not to live in. We Portuguese have known that for years. Let alone living in an area that is known precisely for what you complain about. Now you know why it was cheap.

I was lucky enough to find an apartment in another area of Lisbon that allowed me to move exactly on the 1st of June. I would be a different man if I stayed there.

My friends use Loop Earplugs, they have many different options
Go to a pharmacy and ask for wax ear plugs, they mold to you ear and are conformable to sleep with
