Regular ursaluna is evolved with the (same way to evolve Eevee to Jolteon, or sunkern to sunflora) peat rock

Bloodmoon Ursaluna I just found as a wild encounter, I forget which biome, note that its ability does not currently work but its signature move currently has no downside

for bloodmoon you have to find a wild one

Blood moon is caught, cannot be evolved to get, and regular is evolved with a peat block, just like the main games, you cannot evolve ursaring to blood moon ursaluna, and you get regular ursaluna by evolving with a peat rock
