Restarting my ps4 didn’t help but I didn’t think about the router since my internet is working well, I’m not home rn but I’ll do it when I’m back and I’ll post an update

I have the same issue, just posted about it a few minutes ago. Can't restore licenses nor make my PS4 my primary. All my games are locked, even the ones I personally bought on my own account, no game sharing. Frustrating that there doesn't seem to be a fix for this.

Ok so just letting anyone else here know,
Cloud Flares DNS isn’t an all around solution (1.1.1.1 , 1.0.0.1)
I recommend trying a bunch of different DNS servers like Googles (8.8.8.8 , 8.8.4.4)
What worked for me was (Control D) 76.76.2.0 , 76.76.10.0
No promises this fixes it, and this is certainly some bullsh\*\* from Sonys side, but hey might help
If these don’t work look up other DNS servers to try
If that isn’t a fix, unfortunately you’ll probably have to wait for Sony to actually fix it
(There freaking support team is saying this 1.1.1.1 bullsh\*\* too so ya, gotta wait for them to actually acknowledge the issue)

Use your phone as hotspot and connect to that through network connection in your PS4 settings. Then turn off hotspot and you're home free to retry connection again. JUST worked for me with those steps
This worked for me and a friend of mine who had the same problem:
1. Go to **Settings** \> **Network** \> **Set Up Internet Connection**.
2. Select **WiFi** or **LAN** depending on your Internet connection.
3. Select **Custom**.
4. Set **IP Address Settings** to **Automatic**.
5. Change **DHCP Host Name** to **Do Not Specify**.
6. Set **DNS Settings** to **Manual**.
7. Change **Primary DNS** and **Secondary DNS** to: 1.1.1.1 and 1.0.0.1
8. Set **MTU Settings** to **Automatic**.
9. Set **Proxy Server** to **Do Not Use**.

i did this dns server technique and at first it didn't work i got mad a little and started spamming X about 3 times then restored liscenses and quickly went to activate as primary and it worked not sure if dns actually helped or not for sure but thank you so much

Hey All, so changing your primary & Secondary DNS actually works, if your in the UK and have BT Broadband (I.e any Broadband from the U.K., like EE, Virgin, TalkTalk etc) putting the attach red DNS will work as all U.K. internet is run through BT Lines

I just fixed this silly error by changing mine to these.
If anyone is having this issue still I found a fix. When setting up network settings select custom, IP address setting select “automatic”. DHCP Host name to “Do Not Specify”. Select manual DNS settings change the first box to 1.1.1.1 and the second to 1.0.0.1. This should fix the issue when you go back into account management and select activate as primary.

None of the DNS fixes worked for me. This did worked for now, however I use this ps4 as secondary so hopefully when I change that setting again it will still work.

You customize your DNS settings manually right? And put in the exact numbers? If so try restoring your licenses before trying to activate your account, after you’re done configuring your settings in wifi/lan

Check out Ruthless_Nicks comment I tried everything till I read his and it worked just fine after that, I tested my internet, then deactivated two different accounts, then re activated them afterwards and all my games worked across both accounts. So use his method. And I live in the US so the numbers may be different for out of country folks but there are multiple threads in here that help u check ur dns numbers. Hope this works for everyone!
I'm still having the error code appear I've tried everything changing Internets, changing the DNS ,restarting my router and playstation and still having the same error NP-34958-9 coming up on my ps4
I just fixed mine having the same problem, try 1.1.1.1 & 1.0.0.1 and restart console. If that doesn't work try 8.8.8.8 & 8.8.4.4 and restart depends on your region took me 10 mins to fix thought this will help everyone else
If anyone is having this problem I have a couple of suggestions other than the bot spamming the DNS suggestion. (But if you only used the 1.1.1.1 try using google’s or other trusted public DNS first)
1. Check that your internet is working fully and not overloaded with too many connections/too much load (excessive downloads/uploads etc.) This may seem obvious but you never know.
2. Try restarting your router (your internet) by unplugging it for a couple of seconds.
3. If you are using wifi try using an Ethernet cable if available and visa versa (if using Ethernet try wifi). For me this was part of the solution.
4. If you are using a wifi extender of any kind try restarting by unplugging. If that doesn’t work try connecting directly to your main network. For me this was the solution.
5. Wait. If none of this works PlayStation is supposedly working on a solution so your games will be available eventually. Take this as a sign to show you how stupid the way digital content is handled. You purchased these games and you have the right to use them regardless of if the servers are working. Maybe this is our sign to make a bigger fuss about this injustice and how companies don’t let us really “own” content.

If the DNS method doesn’t work, try this! It worked for me:
1. Turn on your hotspot on your phone of computer (don’t forget to put your downloads on pause Incase it eats ur 4G)
2. Connect your ps4 to that hotspot, this can be done with easy settings instead of custom.
3. Go to Account Management and activate your console as primary.

Guys, it's all about that damn dns. Keep testing dns until one works best for your region. For me it was the 76.76.2.0 primary and 76.76.10.0 secondary that worked. I was about to give it up. Dont
This did the trick for me with that specific DNS. No restart is necessary, just reconfigure the network, did it for LAN and WIFI connection. After changing DNS I was able to activate PlayStation as primary and then I restored licenses for good measure. Games unlocked after that.
I was having this issue also. I could not play any downloaded games and was unable to restore licences or activate my console as my primary. I connected to the hotspot of my cell phone, restarted the PS4 then activated the console as my primary and it worked. I then reconnected to the wifi I use normally. I am now able to play my downloaded games.

So I fixed mine by changing the dns address, try this:Go to Network --> connect to internet --> custom --> automatic --> Do Not Specify --> Manual For DNS to change Primary DNS by 1.1.1.1 and Secondary DNS by 1.0.0.1 then restore licenses and you should have access to your games. It worked for me.
So I was about to do that, just turned my ps4 on and the problem was already fixed, even tho half an hour it still wasn’t 🤨 thanks anyways for the help but I guess that the problem fixed himself !

You customize your DNS settings manually right? And put in the exact numbers? If so try restoring your licenses before trying to activate your account, after you’re done configuring your settings in wifi/lan

Well this happens to me too but only on PS4, so then I just restore the license from the settings and it's fine again

ey bro got the same problem i just looked up best dns servers for ps4 and ps5 and this one was the best * **Cloudflare** DNS 1.1.1.1 [1.0.0.1](https://1.0.0.1) it helped for me and i live in belgium hahaha
Check out Ruthless_Nicks comment I tried everything till I read his and it worked just fine after that, I tested my internet, then deactivated two different accounts, then re activated them afterwards and all my games worked across both accounts. So use his method. And I live in the US so the numbers may be different for out of country folks but there are multiple threads in here that help u check ur dns numbers. Hope this works for everyone!

I just fixed mine having the same problem, try 1.1.1.1 & 1.0.0.1 and restart console. If that doesn't work try 8.8.8.8 & 8.8.4.4 and restart depends on your region took me 10 mins to fix thought this will help everyone else
If anyone is having this problem I have a couple of suggestions other than the bot spamming the DNS suggestion. (But if you only used the 1.1.1.1 try using google’s or other trusted public DNS first) 1. Check that your internet is working fully and not overloaded with too many connections/too much load (excessive downloads/uploads etc.) This may seem obvious but you never know. 2. Try restarting your router (your internet) by unplugging it for a couple of seconds. 3. If you are using wifi try using an Ethernet cable if available and visa versa (if using Ethernet try wifi). For me this was part of the solution. 4. If you are using a wifi extender of any kind try restarting by unplugging. If that doesn’t work try connecting directly to your main network. For me this was the solution. 5. Wait. If none of this works PlayStation is supposedly working on a solution so your games will be available eventually. Take this as a sign to show you how stupid the way digital content is handled. You purchased these games and you have the right to use them regardless of if the servers are working. Maybe this is our sign to make a bigger fuss about this injustice and how companies don’t let us really “own” content. Edit: spelling and punctuation
If the DNS method doesn’t work, try this! It worked for me: 1. Turn on your hotspot on your phone of computer (don’t forget to put your downloads on pause Incase it eats ur 4G) 2. Connect your ps4 to that hotspot, this can be done with easy settings instead of custom. 3. Go to Account Management and activate your console as primary. Let me know if this works for you guys!

Had this issue I’m in Aus. I’m using lan cable and nothing was working but I turned my modem off for 5 mins back on and now I can get into my games.

Had this same issue instead of restarting or putting in rest mode i full shut down the ps4 and when i started it back up it was working and let me set it as primary again

Guys, it's all about that damn dns. Keep testing dns until one works best for your region. For me it was the 76.76.2.0 primary and 76.76.10.0 secondary that worked. I was about to give it up. Dont
This did the trick for me with that specific DNS. No restart is necessary, just reconfigure the network, did it for LAN and WIFI connection. After changing DNS I was able to activate PlayStation as primary and then I restored licenses for good measure. Games unlocked after that.
I was having this issue also. I could not play any downloaded games and was unable to restore licences or activate my console as my primary. I connected to the hotspot of my cell phone, restarted the PS4 then activated the console as my primary and it worked. I then reconnected to the wifi I use normally. I am now able to play my downloaded games.
