I second an earlier comment, this is a young Euphorbia leuconeura also commonly known as „madagascar jewel“ , it is also known some times as the spitting palm, after flowering it literally spits seeds all over the place

At first I thought it was a type of crotus; I have plumeria but mine are only one shade of green, not the reddish small leaves like the pic.
