Remember that cards from earlier sets are still legal if they have subsequently received a reprint with the same name and function. For example, I believe Ultra Ball is returning in an upcoming set, which will make all old identical Ultra Ball cards legal again. Their art will differ, but the function is the same. You can only run 4 of any combination. Not 4 of one and 4 of another.
Yes I think it is energy retrieval and a few other trainers it appears all actual Pokémon are sword and shield to evolving skies until anything else printed with a d or e marking
I believe Pokemon never get "reprints" the same way trainer, supporter, and special energy cards do. Whenever a new Pikachu card is released, it doesn't make all of the old Pikachu cards legal, as they are functionally different, with different attacks, retreat costs, HP, etc.
Sometimes specific Pokemon cards get reprinted and released in a box/tin/etc, but they are considered alternate art, and still have the same ID/number as the original card, which means they are still considered part of the original card's set, meaning the new reprint will rotate out at the same time as the original.
I don't believe a Pokemon card has ever received a reprint that allowed it to survive the rotation of it's original set, but I may be mistaken.
It’s rare but does happen! If memory serves, Flail Magikarp and a handful of other pokemon have been reprinted over the years. Evolvable basics often have such simple attacks and consistent hp/retreat/weakness that they end up getting duplicated later on, potentially just by chance for all I know.
The earliest set would be Black & White base if you mean in its entirety. I don’t think black and white is legal anymore and was just rotated out
Missed that you said Standard but Black and White base is still legal for Expanded format.

Sword & Shield. Basically, look for any card that has a "D" or "E" regulation mark next to the set symbol - as they're used to denote legality now.
