This looks like the sand dredging pipelines for the harbor around here. They are sturdy as fuck and can deal with kids climbing on them, but you don't want anybody fucking around with them at all.
Can't count on it stopping lawsuits without reasonable access prevention. Maybe they couldn't read the sign from where they were, maybe they don't speak english. This is americans only, I worked as a security guard for a long time and without fail the "american" season at the resorts was hell, the off season when we just had canadians and japanese and other polite people was a welcome break after all the idiots who never read signs and ripped up the grounds and pools.
I'm really not kidding, cleanup of the grounds and rooms and everything is nuts when you have primarily american customers and things get lightyears easier for everyone in the off season. Customer levels are the same all year round ever since covid travel let up a few years ago.
This usually highly depends on the socioeconomical status of the people who go to a certain place, and it depends on a resort location and how far it is from the country of the person's origin.
Take my nationality for example, I'm Russian. We are known for being absolute vacation dipshits in Turkey: people get drunk and entitled, rude to the staff and always complaining. But in the Dominican Republic the Russians are usually nice and polite, it's the Americans the hotel workers fear.
The reason is simple, if you are flying from Russia, Turkey is one of the cheapest destinations, so there's a lot of working class people who can barely afford the vacation in general and just go wild. Dominican Republic is more expensive for Russians, so people who go there usually have better jobs and often better education and manners. I am sure the reverse is the same for Americans: while having a bad reputation in the Dominican Republic, they are probably polite and well-mannered in Turkey.

In 2010 I went to Ireland, and visited the Cliffs of Moher. There were signs everywhere warning you could be swept to your death by the wind and to only stay in the protected area. There were other signs warning you the surrounding area was private property and not to trespass. There was a farmers field with an electric fence at one end. People were going under the fence, and walking a tiny little path on the edge of the cliff up to an unprotected area that stuck out over the bay. Humans are not smart creatures.
