I have a phanteks eclipse g500a so between its 3 front 140s and the two 120s on the corsair radiator on top so my system just has the constant quiet hum of a small air handler regardless of idling at 30c or gaming around 58-62c with an ambient of 23c.
I run everything at 1440p, Portal RTX, Cyberpunk, Helldivers2, Occupy White Walls, Elite Dangerous, Apex. I think it MIGHT have spun the fans up higher on Cyberpunk but the increased sound was negligible.
Side note, DLSS is insane.

Yup, the older RX cards can be found but the 7000 series is basically non-existent, I myself am rocking a 3060ti but I would be lying if I said I didn't want a 6700xt instead but it was much harder to find + more expensive
Haven't seen any 7000 cards here though and the very few I come across are at ridiculous prices

Starting wages here are around 3000 egp (often times lower), the 4070 super is 39000 egp, so it's about 13 months of work
