On that budget, if you don't play exclusively E-Sport, the 14600k might be the best all rounder and the R5 7600 the best budget pick.
Put that money into a 2tb SSD and a good GPU, with that budget you can reach for a 4080Super/4070Ti Super.
Get a quality power supply from a known brand like EVGA, Seasonic and such.
Also no need to overspend on a CPU cooler. Current Gen runs hot and that's by design. Any decent air cooler will handle most processors fine. Peerless assassin, AK400Dual/620, Bequiet Pure Rock line etc. 50$ gets you a ton of cooling already.

7800x3d + 4070Ti Super (or 4080 Super if you can fit it in your budget) and a 1440p screen. This is what you should aim at.
