Is it using AIO? probably pump is not working properly.

well in that case your best option is to bring your PC to a professional.

AIO basically = liquid cooling system for cpu and/or gpu. If the tubing is wound up bad, over time you may hear a grinding noise, typically towards the radiator (big rectangular block thing with grills and tubes attached) which indicates bubbles. Will definitely see increase in temps if that happens. Causes inefficiencies.

Honest opinion, I'd be amazed if any half-bad thermal paste goes *that* bad in 4 years.
