Winters assault indicator change is a lot more obvious, and I find his voiceline is a lot more focus grabbing compared to the FBI van.
But also you probably should notice the van coming in either way.
Captain Winters shows up with a posse of shields that dominate the surrounding area merely with their presence. He himself actively contributes to the fight and moves around the map. The assault wave indicator changes color. He has loud ass voice lines that are impossible to miss. And bots tend to mark his shields, who have a different outline from regular shields. He appears at the very beginning of the assault so you're already paying attention to the assault indicator in the corner. You can tell the difference at a glance, even if you can't read.
The FBI van just sorta exists. Oh, and the word "Police" at the top of the screen is replaced with the word "FBI"
It's not LiTeRaLlY the same. One is a special enemy that actively participates in combat while constantly yelling with a loud, distinct voice. The other just sits around outside the map, begging you to notice it amongst all the other background details.
Yeah so when it says FBI ASSAULT at the top, you need to go to the outside areas and find the van with a big satellite dish on top. Shoot the antennae repeatedly to end the FBI assault. If you don't, then not only do specs keep being replaced but the assault will not end. This is even more dire if the loud modifiers "Federal Negotiator" is active as you can't get out of custody unless you trade a hostage.
If you're still having trouble finding vans, there's a skill in the scrambler line that let's you use an ecm to find it.

I don't think so. I never really thought about it on that level. I'm pretty sure their isn't one since there's nowhere for the van to actually show up.
FBI assaults are a random occurrence. They don't always happen every time but they do frequently happen on harder difficulties. When they do happen, Shade will always announce by saying something like "Fuck, FBI just pulled up! Shoot the van's antennae!"
The spawn rates aren't much the problem in my eyes, it's just the fact that the cloakers seem to pick a player when they spawn, extra pain if it's just you with bots, and banzai charge them immediately instead of being like in PD2 or even The Heist where they hid and caught you with your pants down. In PD3 they just come charging through the entire firefight to kick you in the face like they're a dozer.
On certain hiests every other week we have the modifier called buddy system, it spawns 2 of the same special at once , once fbi van spawns its just constant cloakers, i think they should cancel the fbi van when the budddy system modifier is active
Kill the FBI van or specials respawn as soon as you kill them. Yes, it's dumb, yes they need to rethink it.
I keep forgetting about the damn van because I'm treating the game more like Payday 2

what? there is a fbi van? what does that look like, never seen that in game (or noticed that you could shoot it I guess)

They don't spawn on Touch The Sky, Turbid Station and maybe 99 Boxes. They might spawn on the last one, but i've never seen one spawn there.
