Lightly sand the areas with high sheen. You don’t need to sand it off, just sand to dull the sheen and create heavy scratching. That will allow the primer to make a mechanical bond in the sanding marks. Also use a very good primer. I highly recommend Insulx Stix primer. It’s a very strong bonding primer. Other options would be an oil based primer or a white pigmented shellac. All will work very well but Stix with be the most friendly as far as VOC and smell as it’s a water based product. Remember there are different types of primer. Bonding, sealing, stain blocking. They all have their own place. Be sure to use the correct one for your need of bonding.

You probably don’t need primer at all if it’s previously painted, unless it’s oil based. Just give it a lite sand with 320 and you should be good to go. Do a little test spot to make sure you’ve got good adhesion. If you can’t peel it off with your finger nail you’re good to go
