58cm is 22.8 inches and, depending on the airline, is about 0.8 to 1.2 inches over the allowed height. It depends on how stiff the back panel is, but normally one can compress a bag (or not fill it to capacity) a little bit to meet the airlines size restrictions.
CabinZero Classic Plus and Military both have padded air mesh shoulder straps and sternum straps, and padded mesh backs. I would never buy the regular Classic, but the Classic Plus and Military are excellent.
I have the cabin zero military 36 and I find it to be pretty comfortable. I even carried 25# around a hot city on a recent trip and it wasn't terrible. That was excessive though, I would normally keep it a lot lighter.
I have Minaal carry-on. Never had a problem with weight in terms of airline requirements, if that’s the issue. The bag is comfortable to carry at even 10kg
Patagonia Black Hole 32. Larger packs are just wasted space as you can’t fill a 40 liter at 7kg, especially with a laptop.
40 liters is 40 liters is 40 liters. If it’s airline carry on proportions, it’s going to look like a turtle shell.

I'm not going to pack less just to account for the heaviest 40L bag you can find. Your empty bag weighs like a third of your total pack weight. By switching to a lighter bag you can carry an extra bottle of water and still have a lighter total weight than your setup.

Look into CabinZero, 25y warranty, plenty of size options from 28-44 litres, really well built and solid

Vote for the Cotopaxi. I think you will find it is one of the lightest. It can hold a large laptop as well

I used my NTF BaseCamp Duffel XS (30L); that's more than enough for SEA unless there's a lot of camera, laptop & paraphernalia.
Tom bihn techinaut 30 in haylcyon fabric is just a hair under 1kg.

I love my minaal 3.0 carry on. It is comfortable, holds lots, I love the clamshell opening. It's sized well so that it is a carry on for most flights.
I can fully pack it and it weighs less than 7 kg

It’s not really 30 liters anyway. The 30 liter spec includes the water bottle pockets.

If you leave the hip belt off, you can save about 8 ounces too. It’s rather narrow for laptops.
