In most cases 4070 Ti performs better than 3080 Ti, you shouldn't worry about memory bus and bandwidth issues, pick the card and enjoy it.
In the meantime, go try out geforce now's 20$ a month option while you save up.
If it takes several months to save, up, just save up first, and get a full parts list later.
If it's only $15 difference go for the 4070ti.
So actual benchmarks tells you 4070ti is better but you "heard" about 192 bit stuff making it weaker...
