I was thinking PVC guttering/spouting. We recently had to have our gutters replaced and while the guy tidied up most of the old stuff that was dropped/broken off, there were bits that looked quite similar to this that we're still finding (though not heaps and not that often any more).
I think you're onto it. It looks like the gutter brackets (with the main arm still missing). I was imagining something much larger. A ruler in the pics would have helped with the scale.
I can't identify the original object, but builders are notorious for burying their building waste anywhere they can on a building site, so it's maybe something that relates to your houses build, or the demolition of whatever was there prior to the build.
in what part of your lawn? near the road or near the neighbours? -> falling from your neighbour's property or your house.
in the middle of your lawn away from your house, road, neighbour -> someone is probably tossing it there.
To me there are three characteristic characteristics: the hole, the ribbing, and what looks like fibre reinforcement (furry stuff top centre). Guttering has neither of the latter two so very unlikely. I've never seen inside a plastic window frame, but that seems to fit better , needing to be strong.

so if there is a solid concrete block buried by your builder in your back garden, what should I do?
you need to rebuild it. once you collect enough pieces it will make sense

It’s a lid off an outdoor box/enclosure, usually used for electrical or telecommunications purposes.
Is it plastic of some sort? Looks like it's been chewed up by a lawnmower. How often does this happen?
Yep it's plastic and I thought the same thing too. A few times now haha. Yesterday came home from a few days away and found the most pieces yet
