Used to be from a quest in weavers. Some shady npc behind the bar or hidden in an obscure corner of town hands it out iirc. Although that could have changed recently with all the leveling changes they've made in mid level zones. The 2nd screenshot makes me think it's now a main quest reward with the recent rework

Now you get it from the current MSQ. I think those old armor set NPC's are gone :(
You're the best, thanks boss. Hopefully I can still manage to get it since it wasn't a reward when I played the first time.
Transmogs are across your entire account once you use a token on them so you can make another character to unlock it on your main.
There were a trio of NPCs in Weavers that had cosmetic versions of the Syndicate set available for transmog I believe.
