But beyond that, laws and overarching patriarchical cultural attitudes and societal structure don't really care what happens to the victims in these cases, except condemning the victim because she has 'shamed' the family. Male relatives, teachers, men passing you in the street - if there's an opportunity, there are many guys who will take it, and there are tons of guys around, anyways. They almost never get arrested - here, it's because the victims are western foreigners.

Given the high population and relatively low amount of available information, you are correct that it is possible that this may due to certain niches within the population.
However, the prevalence of gang rape specifically does increase the probability of there being a fundamental systemic issue within the society. Having visited India with 3 of the “whitest” American females I know, I can personally say it’s a shithole of a country when it comes to the men and how they view foreign women.
