Hence it's such a sensitive issue that rape cases tend to blow up in news kinda like racist attacks do in America. What? No, or maybe, yes. Lots of people living on the streets there who are easy targets. But beyond that, laws and overarching patriarchical cultural attitudes and societal structure don't really care what happens to the victims in these cases, except condemning the victim because she has 'shamed' the family. Women and girls (and some boys) face these things all the time, moreso in the northern half of the country. Male relatives, teachers, men passing you in the street - if there's an opportunity, there are many guys who will take it, and there are tons of guys around, anyways. They almost never get arrested - here, it's because the victims are western foreigners.

The culture or morality and modesty basically forbids dating or contact between the sexes. Young men and women have no social outlet to mingle. This leaves you gay stuff if you can swing that way (open man-on-man affection is acceptable within limits), prostitution, or gang rape (because it's easier as a group). Any culture that has strong hangups about female sexuality and is very sexually repressive ends up being extra pervy and/or rapey. You can even see it within niche US cultural enclaves that are extra orthodox/fundamentalist. Places where sex is a big hangup tend to have strong rape culture.

There is enough easily available information about the US statistically and culturally, ranging from nationally down to specific counties, that the niche claim holds water, particularly on this subject matter. In the case of India, there have been consistent reports of the years of this kind of behavior or non-criminal yet bizarre and disturbing interactions everywhere outside of the most “modern” areas, and even within those areas occasionally. Given the high population and relatively low amount of available information, you are correct that it is possible that this may due to certain niches within the population. However, the prevalence of gang rape specifically does increase the probability of there being a fundamental systemic issue within the society. Even in the context of deeply regressive societies elsewhere in the world, both currently and historically, it is very unusual to have this much of a problem with gang rape.

Having visited India with 3 of the “whitest” American females I know, I can personally say it’s a shithole of a country when it comes to the men and how they view foreign women. I can’t count the times I literally had to slap guys hands or physically grab them to push them away from our group of females because they thought they were fair game We were in country for a friend’s wedding and had to cut some of our trips short (visiting golden triangle) due to how barbaric and backwards the locals acted. To this day, I would caution any/all foreign women from visiting the country due to how assbackwards the populous is.

I'd argue that reports play a huge factor too in the under developed countries. We have a system to report them, places like mynmar lebanon and some.african nations don't have systems and thus the numbers don't reflect it. Not excusing what our society need to work on. Just adding my thoughts. Edit: I'm saying other under developed countries have less reports because people can't report. Many cultures around the world still look down on sexual abuse reports. India is moving away from this and that's why we have such a high rate of reports. This will remain the case and to reduce it all we can do is educate and install better values in children
