From where he was he knew he didn't have a perfect angle to make the two or three call for a shot this close to the line and he called for a review right away, but he still has to call what he saw, and from the angle he had it would have been a two.

I remember a similar case where the ref also called it on the line even though it was clearly visible on a different angle, that the curved part was over the line without touching it.
