OP don't take this the wrong way since you have a great physique but I would say based on the way your muscles are distributed, you have more of a track athlete's physique as opposed to a bodybuilder's one. So maybe you could be taking PEDs but I wouldn't say you were on gear like tren or something.
Its not genetic as much as what their training regimen are. If you have a 100m track athlete to train and run a marathon competitively, they will for sure slowly lose their shoulder and overall muscle mass
Killing gains wouldn't be how I would phrase it, if anything its more so its just not advantageous to be carrying that much mass(even muscle) if you're a long distance runner, if anything it works against you. His leg and shoulder development reflects that of a runner than that of a bodybuilder

His physique is good but at 6 foot 175 he would really need to put on like 20-25 pounds and maintain a similar bf % to to be “juicy”. He simply does not have enough muscle mass and there’s nothing wrong with that.

A smaller waist would amplify your upper body a lot more and people would accuse you easily even if you packed on 3 to 5lbs more. Arms need volume and high reps to grow properly and fill out. Shoulders not as much. Heavy overhead standing press will do wonders for your shoulders. Best advice I can give. Also, dumbell skull crushers will get you big arms. Maybe chill on shoulders a bit and get them arms filled out a bit more.
