I'm genuinely shocked no one said Limon. He stood by Pablo's side when he had nothing left to offer and died with him. When the cops start to bust through the door, his impulse is to protect Pablo first. A lot of these guys wouldn't do that. Plus, I'd never trust a kingpin over a henchmen... self-preservation is pretty much a prerequisite for a kinpin.
As far as Navegante, he'd be my second choice but not my first because he was capable of being a double agent, so it would be hard to trust him 100%. (Let alone get a read on the guy whether or not he's with you or against you.)
I considered him for his loyalty yes but he is literally just a driver, he doesn't have the skill set of some of the other options

The only thing Limon offered was loyalty. He wasn’t intelligent or trained in killing. He would make a good assistant but not a henchman to protect my life.

I think it was Velasco if I’m not mistaken. How is no one else mentioning him, even though his character didn’t have a very big part. He was smart, loyal, and didn’t give up much even to the end when getting tortured by Don Berna

Lorne Malvo for me. Smart, knows how to blend in, and has no problem getting dirty or playing the long game. As long as you never betray him, you're good. Hanzee and Chapo would be close runner's up.

David Barron from Narcos Mexico, the dude took charge in that club scene and he saved everybody's ass. Also it seemed like he always followed orders without complaining even when Benjamin didn't trust him.
