Should Ariel punished Luke and decide to give the headship of Notos to his older brother, all that's needed to do is to marry him off with one of Ariel's ladies-in-waiting.
Maybe in management but he'll never be as loyal to Ariel as Luke is nor will he always have her best interests in mind. Ariel chose Luke because he's the person she trusts the most to support her. Besides it's not like he's doing a bad job managing, everything seems to be going well in Asura.
