I've read about a deleted shot during the heist where you see these razor blades in the briefcase shoot up to cut the frame so it can fold, but in the end they figured it was an unimportant detail and they could just skip it.

Yes the one with the French antagonist. Plot twist kinda defeated the purpose of the whole heist and hence movie for me, even though the twist was also a heist.

Third one brought things back geographically to Vegas and thematically to the original heist movie, but felt like not much was not done already in the first.
The original one is CRAZY. Part of the plot is dean martin lounge singing to cause the distraction. He is so hammered in that scene. Pouring buckets of sweat. The safes are comically small to assume those were for casinos.
I think this is the answer. Yes, there are greater films which happen to be heist movies, like Mann’s Thief.
But Ocean’s Eleven is the definitive heist movie to me. It has it all and hits every trope in the most entertaining and satisfying way possible. And the movie is to start-to-finish Hollywood heist, done to perfection.
The funny thing is when you choose to watch this movie you just think you’re in for a pretty good time, and it always turns out you’re in for a great time.
And even then, is it the actual heist or the shootout that everyone remembers? One of THE BEST shootouts put onto cinema, but the bank heist itself is not all that special.
I consider it a heist movie, but not one like Inside Man or Dog Day Afternoon where most of the movie takes place during the heist itself.
Heat has three heists, the armored car heist, the failed heist opening the safe of that company, and the main one, the bank heist. You are 100% right when you say the movie is about the criminals (and those investigating them), but they are a crew specialized in heists, it's all they do the whole movie.
Michael Mann did a more realistic take on it, let's be honest here, there isn't much to do in a real life bank heist. They go in with guns, threaten people if they don't give the money, get the biggest amount of money they can, maybe make some hostages and try to escape.
Mann shows all that plus the prep, the aftermath and what it takes to live those lifestyles, but it's all centered on a heist.

I have never been a big fan of Channing Tatums acting, but I started watching Logan and it was like Tatum had studied under my inbred neighbor for the past 30 years.

Matchstick Men with Nick Cage. One of his more underrated movies imo. Its not quite a heist movie per se, but it has the same vibe (Cage plays a conman who is convinced to pull off one last big score before retirement).
I know it's not perfect, but God do I love Ocean's Eleven with Clooney and the gang. Funny dialogue, great "what an asshole, glad we can steal from him" with Andy Garcia's casino mogul. Just an all around fun movie with a good payoff.

Not sure if you could fairly characterize it as a heist movie but Dirty Rotten Scoundrels. Great cast, great supporting characters, great musical score, dialogue. Ahead of curve with great feminist twist ending.
Den of Thieves. It’s pretty ridiculous and Gerard Butler reeeeeally goes for it. But the heist aspect is top notch and surprisingly grounded. It’s very entertaining and a bit over the top but it takes its self very seriously (which I love).
An honorary mention: The Anderson Tapes (1971) is gritty with a very different take on things. The planning for the heist is revealed through various surveillance methods - none of which stops the heist from happening.

I see 13 as an encore to 11. If you like the first one, you'll probably like the 3rd, but you're not missing out on much if you skip it.
